Ukrainian was generally regarded as the most corrupt country in Europe before tanks rolled in. That's not Russian propaganda.

Ukraine was turning that around before the tanks rolled.  The IMF laid out a set of reforms as did others and Ukraine has been working on addressing them.   That's why their corrupt attorney general was fired and so on.   Ukraine is ranked at 104 for corruption and continues to rise fast.  In comparison Russia is much worse, at 141 and continues to get worse.  [/quote]
