Racine, Schwab and unchecked truancy have done MUCH to train up the next generation with criminality one of the only professions they pursue. Fed and local agencies that oversee those on probation or pre-trial do not impose consequences for failure to appear or non-compliance with terms of release, in DC alone there are over 1,000 outstanding unserved bench warrants (Fed marshals, where are you?) and more in nearby VA and MD. Names and addresses on the warrants, known criminals, known to be non-compliant with terms or appearing in court, yet, nothing is done, no follow up at all.

When I see kids running from a crime, laughing, I think it's a bit in disbelief that they get away with such things. The ones who mask up must believe, even a tiny bit, that they may not. But, experience is a good teacher. No consequences for behavior, you get more of it. It's basic human knowledge. [/quote]
