You cannot socialize vicious dogs, you can merely manage their behavior. The owner already failed once managing their behavior, the fence around his yard was not secure enough to keep them contained. There is no way to make these dogs friendly. There is no neighborhood without children, elderly people, or other pets, where they can safely live and avoid everything that "triggers" this type of aggression. Dogs like this should be humanely euthanized, in order to protect every person and friendly animal that lives in their neighborhood. [/quote]
The dogs should already have been vaccinated for rabies. Muzzling them off property does nothing to protect anyone walking down the sidewalk when they escape their fence. Microchipping them helps to identify them, but does nothing to prevent further attacks. These conditions are a joke.[/quote]
