The onus should not be on the citizen, particularly if they are poor. Now, having a Real ID is becoming increasingly important, [i]Beginning October 1, 2021 every state and territory resident will need to present a REAL ID compliant license/ID, or another acceptable form of identification, for accessing federal facilities, entering nuclear power plants, and boarding commercial aircraft[/i] So, let's have the federal government resolve free of charge all the issues of missing documents (birth certificates, etc) and provide the citizen with a free US passport which will empower the citizen to all benefits of having a Real ID and resolve, in passing, the voter ID issue.
