The current system is certainly not "race neutral", when Asians are most of the school, and the cheating has been found at Asian prep centers. There are white people who are admitted, and refuse to attend, because they don't have anything in common with the current population of TJ.  What is wrong with having the students represent the actual citizen population?

The current admission policy is definitely race neutral. It's wholistic review with a standard test component. The test doesn't care about your race. If you work hard you will do well in the test. It's just like the process of NBA teams drafting their players is race neutral too. NBA teams don't care about your race. They draft players based on some tests about your athletic ability and reviews. The fact that NBA players are predominately one race does not mean the admission policy is not race neutral.[/quote]
