Hint. Underlying racist policies. [/quote] Nope. When I was growing up in the 80s the out of wedlock birth rate in the black community was lower than it is now. As for skills, education, and earning capability, the black community was and is disproportionately harmed by illegal immigration, which was encouraged and tolerated as working class black people pressed for safer working conditions and better pay. Barbara Boxer warned about this years ago. Sending factory jobs overseas didn't help either. Racist policies pushed largely by Democrats, but as long as people get welfare it's supposed to be a net positive. No. Joe Biden's mass incarceration mania was also detrimental.[/quote]
