Still very doubtful.
U15 and U17 would follow MLS teams' schedule and play on the same day as Mexico. That is based on how many team could be accommodated by the travel, game schedule.
2 youth team games are feasible between MLS teams before the main event.

If so U13-U19 for clubs outside of MLS, that would be for sure 2nd tier, aka abandoned clubs/teams have fun with each other, you could barely call it a "league".
