How so? The US treasury collects interest on people's overpayments. So this means the US is collecting less interest. It is better for the citizenry to an extent, but since most taxpayers have traditionally overpaid and used the refund as a self-saving device, this year, there will be significantly less discretionary spending than in years past.[/quote]

They spent it over the course of the past year. The problem is, our economy is already slipping, so the lack of spending this year will further exacerbate things.[/quote]
