That's discretion. But I'm not sure that the public requires a monarchy that doesn't stray. That seems like an odd rule that you've come up with. Maybe Will was overcome by passion for Rose -- but this all seems pretty unlikely. It seems like something else is going on. Maybe someday we'll find out, maybe we won't. We can speculate, for now.
