They say that it applies to "all prospective employees who had not entered onto duty as of 12 noon, January 22, 2017." Then it says it applies regardless of steps in preparation for a firm offer. There are a lot of people who have a firm offer and a start date (say, Jan. 30). But they did not EOD on Jan. 22, 2017. So is the poster saying that if they had a firm offer before Jan. 22 but had not started, they are out of luck? [/quote]
