Oh lord, get real.  It’s a pilot program. You run pilots to gather data.  The current system isn’t working for everyone, so they are going to try to address shortcomings.

History is evidence.  Just because you don't like it or are unfamiliar with it, doesn't mean history isn't a useful guide.  You think this hasn't been tried before?  Do you think it's an original idea?  If not, why run a pilot program where we already know the results.

I don't need a pilot program on wealth taxes to know how those work either because I know what happened in France when they tried to install them.  [/quote]
