But the PTA funds are likely unrestricted and can be used to fund other areas, thereby freeing cash to hire actual (Union) teachers no? Money is fungible after all.[/quote] Yes, of course. But PP claimed Janney PTA hired teachers and was the employer of the teachers (thus legally a "joint employer" with DCPS).[/quote]
