There is also a difference in the kind of housing they want built. Much of the market rate affordable going away were 1-2 bedrooms. They are encouraging larger units now- so you see more kids. 
APS- had studies showing SFH being the main source of kids in the schools- I think that was true a decade ago, but the more recent trend shifts to multi family dwellings. The county consistently under estimates the amount of children generated from large complexes - both market rate and affordable.
this happens on both sides of 50.

It seems the student boom is a real thorn in this current boards agenda, and their answer is to largely ignore the problem. Yes, new schools are being built, but they are already projecting capacity issues for schools not yet built. Sheesh. 
Maybe they are into something- if they let some schools tank, people with kids will move away and they don't have to deal with it.
