There was no exit after that sign.  The exit was a small sign posted to the left of the far left lane.  It was not visible.[/quote]

Do yourself a favor - take 3 1/2 minutes and watch this video to see how easy it was for him to take a wrong turn and how hard it was for him to make a U-turn.

Not that damn easy and it's dishonest reporting because they don't show most of the signs that are posted there.  There are MULTIPLE large signs saying the border is coming up for MILES before you get to the border when you're heading south on I-5 where he was, as well as MULTIPLE signs indicating LAST USA EXIT.
