MCPS definition of "using data" is basically following every rule about "manipulating data". [/quote] Hmm.. not sure if I believe this one. Please give examples. I do know that TT did listen to the parent survey about boundary studies. The MCPS CO was on serious drugs in the original Options A-D. The boundaries were heavily gerrymandered and it's clear someone was catering to a friends-and-family program. I remember when MCPS put out "oh, parents want to prioritize demographics over proximity". This last survey proved overwhelmingly (90%?) it was false.[/quote] With the virtual school, they refused to release the specific data with test scores and performance just saying virtual was bad. They also aren't releasing any data on what students and families actually what at their schools and putting academies where there will be no interest or they had them aready and they were stopped due to lack of interest.
