Northam could close every bar and restaurant in Virginia and Arlington Public Schools would still do 100% DL. We all know that. Northam has already put restrictions on bars. He will do more if he thinks it will help. But the difference between say restaurants and schools is the same as the difference between child care and schools. One is a business, the other is a governmental institution and the dynamics and incentives are different. Clamping down on one is not likely to make a difference in what happens with the other.
