This article is from 1991.  People who wanted to live there, tried.  These people could afford to get out.  So, no, humans should not have to live in these conditions.  You are the one calling them "subhuman."  Do you really think the people want to live in these circumstances?  I wouldn't.  Do you think because the people are AA that they don't care about rats?  I call that racist.

Look at the videos that were on tv today and tell me you think it is acceptable.
And, yes, it is in Cummings' district.  (Some of his district is great--but not the part in Baltimore.)[/quote]
