This is Mitch McTurtle’s shutdown now. He alone has the power to reopen the government, and he is refusing to do so. The thing is, congress and senate would eventually just override him. They don't need him. Even McConnell will face pitchforks from his caucus if this goes on another 2 weeks and he won't put the vote up. A lot of them are up in 2020 and on thin ice already.
