I'll admit I have no medical background or knowledge... So can you explain this to me in layman's terms?

Does it mean that NOT closing down a city/country is actually more beneficial in the long run?

The beauty of any raw  data is such that you don't need the next person to tell you what to think, you can look at the data and make your own conclusion.
