So long as no money from California flows to red states, we can probably make a deal here. [/quote] Why do people waste time on this scenario of controlling what happens to federal tax dollars from/to a particular state ? Once Federal taxes are paid, the money is pooled and spent as dictated by the various Federal programs. There is no practical way to prevent federal taxes paid by Californians from going to Texas or Fla, or vice Versa.

If CA wants to keep more tax dollars, the only practical thing they can do is raise their own state taxes. And, I think that is exactly what should happen here. They can vote to have a surcharge tax increase for a certain number of years to pay for this. Make it extremely progressive, so the rich pay most of it. The rich are going to benefit when the rebuild is complete.[/quote]
