US News shouldn't be 40%. If you like US News that much just use it alone instead of creating a headache for yourself, otherwise what you're doing is shuffling US News a bit for your own liking by keeping it 40%. Tiers are more sensible anyways. For what it's worth, my tiers would be (based strongly on the balanced usage of rankings):

1A) MIT, Stanford, Princeton, Harvard, Yale
1B) Caltech, Duke, Penn, Columbia, Northwestern

2A) Dartmouth, Brown, UChicago, Cornell, Williams, Amherst, Pomona
2B) UMich, Rice, Johns Hopkins, WashU, Notre Dame, Georgetown, UCLA, Berkeley, Swarthmore, Bowdoin, Claremont McKenna

3A) UVA, UNC, CMU, UF, Emory, USC, Georgia Tech, Wellesley, Barnard, Carleton, Middlebury, Vanderbilt
