No one had to see anything as far as what happened that day.
All folks gotta do is peep the slideshow of 400+ suspects caught on camera riding those illegal bikes, dirt bikes and ATVs around the city and help identify any of them.

Excuse me but it is indeed possible for DC residents to be responsible citizens who aren't embedded in "thug life" culture.  
Not everybody is afraid to alert authorities and not everybody is bound by some creed that prevents them from snitching.

AND

Excuse me but it is indeed possible for someone to be recognized by people other than "their homies".
Not everybody knows one of those ATV-riders as "Pookie" or "Ray-Ray"...some people may very well recognize that boy who works at the Home Depot by the Metro or the recently departed Mrs. Johnson's nephew, etc.
