Excuse me but it is indeed possible for DC residents to be responsible citizens who aren't embedded in "thug life" culture.
Not everybody is afraid to alert authorities and not everybody is bound by some creed that prevents them from snitching.

Not everybody knows one of those ATV-riders as "Pookie" or "Ray-Ray"...some people may very well recognize that boy who works at the Home Depot by the Metro or the recently departed Mrs. Johnson's nephew, etc.
