Most of the teams in those divisions are teams playing in the top brackets of Bethesda or Jefferson Cup. They are literally beating most of the teams in ECNL I. It is a step down for any of the top players at these clubs to go to ECNL II. Get serious. Even's PDA's II is not up to par with the top teams in EDP's top division.
