At least in the (D)MV ECNL2 and Regional ECNL are two totally different things:

MD:

Each ECNL club will have two teams ECNL1 and ECNL2. They will play games with same schedule and travel the same long distances.

NOVA:

No ECNL clubs have second ECNL teams for now at least.

Non ECNL former VPL/NPL clubs will continue to compete against each other (short travel distances) under the new league Regional ECNL. In most cases these are the top teams for these clubs although some of these clubs also are feeder clubs for DA/ECNL or in one case have their own DA teams.

So ECNL 2 is B teams of ECNL clubs and ECNL Regional is at least A teams of non ECNL clubs.
