Umm.. Try India.   The so called "backward" classes in India get preferential treatment especially in the south.  If you are a "forward" community (5% of the population) you are screwed.  That's why most of them are here.[/quote]

Its not just India, Korea, China operate the same way and low and behold we have the current TJ system full of Indians Koreans and Chinese coincidence I think not.  More power to them the best and brightest are being rewarded

Competition to get into top schools is a separate aspect of things.  Each group (forward, backward, most-backward, etc) fight for their quota of seats.  In the 80's a most-backward person could get into Engineering with a 90% average in senior year.  A forward candate would require 99% or above to get into the same school.  That hasn't changed much since except that the MB and B's get higher and higher scores increasing the pressure on the forwards..

You mean why [b]"wouldn't"[/b] they have have AA programs in India?  They do and they should.  However, what's happened over the years is that everyone who's not at the top of the caste system finds a way to get their caste classified as "backward".  On paper they are backward.  In the real world, they are upper middle class/rich businessmen, farmers, or otherwise rich folk and the handouts continue for generations.    Most of the really backward people continue to suffer in poverty.

As a result, the upper castes are over represented in the diaspora.  Talk to the next 20 Indians you know.  You'll find that they (or their parents) are from the upper castes. [/quote]
