Once they are both passed they have a conference committee and make a whole new bill that is voted on by both. The only way to avoid this is for the Senate to pass the House bill (or vice versa). That normally won’t happen because the Senate wants it’s input and priorities included. When the ACA was passed, the Senate passed the House bill in the lame duck session in order to avoid conference because they had lost too many seats during the 2010 election. That isn’t an issue here because the next election is a year away so the Senate will not give up their chance to include their ideas in the final bill. I hope that helps explain the process.[/quote]
