That's not entirely clear, but it is red herring. Whether she was illegally and deliberately blocking traffic, or simple pulled into the lane but was waiting, or whatever she was doing - ICE did not have the right to do what they did. People have a right to protest, and they may be arrested if they break the law, but they should not be killed unless they are trying to kill someone else. She was not trying to kill ICE agent Ross.

He put himself into harm's way, stupidly.

He was standing to the side of her car, safe and sound. He suddenly walked right in front of her car and, within a second, drew his weapon and fired into her face.

That's something you do in wartime, to an enemy. That's not what you do for a traffic infraction for someone who has committed no violent crime, is not suspected of committing a serious crime; who is at most obstructing traffic on a small, residential, one-way street - perhaps "disorderly conduct" or a misdemenor at worst.[/quote]
