Flynn was talkinig about actions taken about cyber.  He muddled the sanctions with dismissing Russians out of the country, but he was the one who brought it up, not Kislyak.

In the question of, did Flynn bring up expulsions and sanctions?  The answer is yes, Flynn brought them up.
