Other incoming advisors have talked with foreign diplomats during the transition period.  Like it or not, the Russian was the ambassador to the United States.

He did not discuss sanctions.  He discussed the expulsions.  The LATimes did not lump them together but referred to them as expulsions and sanctions.  They are not the same thing.  There were financial sanctions which were likely much more troubling to the Russians.  And, even then, "discuss" is a little strong when you consider that he just asked that they not get into a "tit for tat."  [/quote]

I just reread the summaries and transcripts all the way through and it seems clear to me that Flynn was making up US policy on his own, right then and there. Not on Trump's behalf.
