We have the result and data.  
The simple answer is largely 'NO'.

Some of the schools hit hard were private schools like NYU(pushed out of T30 although they put it back on #30 this year), Tufts, (pushed out of T40), Northeastern(pushed out of T50)

Was there any impact? NOPE. ZERO.

In fact, schools like NYU and Northeastern got record high number of applicants.
Northeastern broke the record again for acceptance rate yield rate with plenty of high stat kids after pushed out of T50 in like last dozen years.

Consumers spending their hard earned $$$ are not stupid.
A magazine can suggest a ranking and it's useful and a good reference for initial screening.
However the actual ranking is the result of what the paying consumers actually chose. 
That determines the true ranking.

Also some mentioned Asians, and they are very value conscious savvy consumers.
