Just enter LEGALLY. Furthermore, when you're here illegally, you're under the radar and harder to track. Even within this so-called sanctuary arena, if people are afraid of being deported (b/c of past crimes), they'll still hide. three families to an apartment - sometimes more, transience which means kids aren't in the same school for very long Do you honestly THINK this was the FIRST rape these men committed? God knows how many other lives they ruined. I wonder how many legal immigrants are "accepting" of these sanctuary cities, especially after hearing of cases like this? So yes, rape is rape.
