It created a ridiculous attendance island. They didn’t care because it shut up Town of Vienna officials and gave people who wanted to bolt Marshall what they wanted. The numbers involved were much smaller, but moving wealthier families to wealthier schools has the same effect as moving poorer families to poorer schools. [/quote]
