I don't think so... [/quote] One thing has nothing to do with the other. 108% capacity would mean there are lots of portables and many classes, NOT that the class sizes are huge. They don't cram more students into classes when enrollment is higher--they get an increased allocation for more classes. Aaaaaand, yes, at 108%, the principal may still accept COSAs. Not as likely, I assume, but it does happen. I would be extremely surprised if there is any school in the county with no COSAs at all. It's also very likely that OP's child's school "gives away" students on COSAs to other schools. I don't think most people realize how common they are. Last year I taught at an elementary school in the county with 16 portables, with 650 students in a school with a capacity of about 400. Guess what--25 students were there on COSAs.
