What does capacity have to do with cosa?
Is the school over capacity for that grade, for that subject choice?

With regard to funding it is good for them to be over capacity. And the region is growing so all schools are somewhat over capacity.

Does anyone know if you can sue for defamation when someone starts making claims?

Why in gods name is this thread still alive. Let it go. You have no idea what's going on. Whether these people have a difficult circumstance, a perfectly "legal" explanation, or a more dishonest one, that's the risk they are taking, not you, and I'm sure they're prepared to deal with the consequences, should they arise. It's on their conscience, not yours. And getting involved you risk hurting this child's school situation. Life is unfair, and it may just be unfair for them too. Nobody forced you or anyone else to buy in an expensive district. The whole system is a joke anyway.

The class size is not affected by overcrowding. The student-teacher ratio is set and allocation is given out based on enrollment, including students on COSAs. Your class sizes are large because your school has too few FARMs students to qualify for funding for reduced class size.

One thing has nothing to do with the other. 108% capacity would mean there are lots of portables and many classes, NOT that the class sizes are huge. They don't cram more students into classes when enrollment is higher--they get an increased allocation for more classes.

Aaaaaand, yes, at 108%, the principal may still accept COSAs. Not as likely, I assume, but it does happen. I would be extremely surprised if there is any school in the county with no COSAs at all. It's also very likely that OP's child's school "gives away" students on COSAs to other schools. I don't think most people realize how common they are. Last year I taught at an elementary school in the county with 16 portables, with 650 students in a school with a capacity of about 400. Guess what--25 students were there on COSAs. Class sizes were not affected.

I think the PP is assuming the person does NOT live in Bethesda (maybe DC?) and is "finding an address in Bethesda" to pretend to live there, not actually buy the home. I guess. It's the only way I can make sense of this stupid post.

I'm not disgregarding the law. I bought a house where I could afford and my child will go to the elementary school there. All I am saying is the OP doesn't really know the circumstances of this child - so I'd leave it alone. OP is free to do as they like. I'm just giving an opinion because they posted here on DCUM.
