A person can be cited in Maryland for impeding the flow of traffic, including driving under the speed limit.

Not applicable to cyclists.  "There is authority that it is not intended for the statute to apply unless it is first shown that the vehicle was able to be going at the speed of the "normal" stream of traffic."

Again, as a pedestrian, I sometimes wish that slower peds were legally required to get out of my way. Then I put on my big girl pants and deal with the fact that the world was not arranged to make my life as convenient as possible. Same with cyclists who wish there were no peds on a MUP. And the same goes for drivers who wish everyone would drive 10 mph over the legal speed limit at all times.
