Contractors do not cost a lot more. The fully burdened cost is similar but there more flexibility on how to use or remove a contractor. And the gov can enforce performance better. [/quote]

Our contracts are written to allow government to stop work on any contract employee with 48 hour notice. That is pretty flexible. In practice, the stop work happens instantly. The 48 hours is to allow contractor to notify their employee during the weekend if there were a late Friday afternoon notice from the government.
