—————vast majority of funding for these students is from the feds. Without it, schools would shut down. Why? Because even 1 SN student in a  category/classroom/school opens up funds to be used for every student (SN or not). 
Examples - Equipment for recess, copy paper, after school activities, etc.

———— You’re not wrong about the frustration and anger part. And there likely ARE parents not facing the music, but the majority just want the services specified in IEP/504 to be implemented, implemented properly, and to receive info on how things are going.  Transparency.

Schools shouldn’t be forced to give any extra attention to special needs students.  504s and  IEPs should be eliminated.[/quote]

They’re in “special education” too.
