This man needs psychological support and you are all more than willing to destroy his life over something that was likely out of his control. He can’t help himself because he is mentally ill. You have no empathy? His neighbors didn’t press charges because they were good human beings who didn’t want to see another Black man locked up or possibly killed. We need to discuss mental health support above all else or this problem will not get better.
Russell clearly meets the threshold of "is this person a danger to themselves and others." When someone meets that threshold, they need to be under care. Now that he has committed this crime, he needs to be punished for it. This was true even before this weeks incident, as neighbors know. I've had many encounters with him and He was always on the verge of attacking someone. I remember saying to me husband years ago "if I get raped and killed it will be by that guy." How could we have prevented this horrific crime from happening? By removing his freedom to roam the streets and harass and attack residents when he committed more minor crimes. I can't believe you think that mental illness, when it poses a danger to people, is an excuse to let a known dangerous person attack innocent people.
