He has family living in the area and he refuses to live with them (presumably because they require him to be safe/not an addict/etc).

STOP leaving out the sex crimes. HE’S A SEX CRIMINAL AGAINST KIDS. This goes beyond him beating the two teachers. And you know it. You are sick.

That’s not a GFM to pay for the specific teachers involved to pay medical bills. That is a GFM where the money goes directly to the director of PS who apparently will then split it evenly among all PS staff. It discloses that in the description.

My toddler goes to PS Bloomingdale and was present for the attack. Two teachers went to the hospital, but others were sexually assaulted by this individual as well. All of the teachers are understandably traumatized, and as a parent of one of these kids (he seems to be ok, thankfully) I can't express how grateful I am to these caregivers.

Also, for other commenters in this thread: Parker's office has been incredibly responsive and facilitated a ton of help for the parents. I think he would probably re-word his initial statement given the chance, but that was posted very soon after incident. He issued a follow-up statement later that clarified his office is working to ensure this guy is charged and not immediately released, which may very well have happened if he hadn't gotten involved and brought a lot of press attention.

Thank you for this info! I'm also in Zachary Parkers ward and I have to say I think he is really trying. Very glad that his efforts may help to ensure that Russell stays locked up somehow.

I am grateful for Parker’s responsiveness too and that he seems to be listening. I was worried about some of his very progressive stances, and I think his first statement reflected that but his second statement is so much better. He also took a lot of criticism for supporting Pinto’s public safety proposal but he stayed the course. I am hopeful that he and the rest of Council, government etc will create real solutions. The city is becoming unlivable. And I’m been here 30 years and never before considered leaving.

He can’t help himself because he is mentally ill. You have no empathy? His neighbors didn’t press charges because they were good human beings who didn’t want to see another Black man locked up or possibly killed.

We need to discuss mental health support above all else or this problem will not get better.

Frankly, i can't believe people like you think he's living a good, safe life on the streets. Speaking of vulnerable to being harmed by others. .. where's your compassion and empathy? He needs to be hospitalized or live in some kind of supportive group home with close supervision and someone to ensure he takes necessary meds. He is a danger to himself and others.

I'll add that, if these measures had been taken previously, other people wouldn't be saying he should be jailed for his crimes. We are not doing these individuals any favors by allowing them to exist on the streets without support and supervision. Race is not the issue.

Russell clearly meets the threshold of "is this person a danger to themselves and others." When someone meets that threshold, they need to be under care. Now that he has committed this crime, he needs to be punished for it.

This was true even before this weeks incident, as neighbors know. I've had many encounters with him and He was always on the verge of attacking someone. I remember saying to me husband years ago "if I get raped and killed it will be by that guy." How could we have prevented this horrific crime from happening? By removing his freedom to roam the streets and harass and attack residents when he committed more minor crimes.

I can't believe you think that mental illness, when it poses a danger to people, is an excuse to let a known dangerous person attack innocent people.

I have zero empathy for a violent sex criminal who performs sex crimes to kids. Do you even know what empathy means? You empathize with that? Jesus.

Let that man bear you up! He really wants to. Maybe he wants to rape you too. He must be ill. Respect his illness and relent.

Do you say this about all pedophiles/sex criminals who m@sterbate in front of kids or just this one? Just let all the pedophiles roam the streets jerking off because they have mental health issues. They can’t help it.

Listen to yourself!

Nope. He needs hard jail time. He attacked a women and put her in the hospital. He has been terrorizing people for years.

His neighbors didn’t press charges because the DC police now tell people not to.

I don’t care what race he is. Whoever helped to keep him on the streets is responsible for all of the sexual and physical pain he has caused.

So the answer is just to wait until he seeks it, at which point he won’t be able to afford it? In the meantime, innocent people are being attacked and physically abused. How many peoples lives does he have to destroy in order for you to care about the victims?
