But the "they" is not a court or law enforcement, but any citizen who takes it up themselves to get into people's business in order to get their 10k.  Think of the new version of "ambulance chaser" lawyers--hanging out in pharmacies lurking in the pregnancy test aisles to get potential people to monitor to potentially sue.  This was the bargain they made so their clearly unconstitutional law can't be challenged in courts.  Since the majority of the people in this country support a women's right to choose, they couldn't go for the it directly--instead they went for a workaround 'vigilante justice" approach.  Nuts!![/quote]
