Virginia has 8.5 million residents and its flagship only serves 17,000 undergraduates, 35% of whom are OOS. You can have a highly ranked elite public school with 30,000 undergraduates. Fortunately we had enough in the 529 to pay for this eventuality, and UM was his first choice! However, I do agree with you. I personally find it maddening that our well qualified kid can’t get into their own state flagship especially after paying taxes in Virginia for 25+ years.
