What is greedy is using a technicality to void an agreement and then trying to charge $200,000 per year rental for a piece of land that is basically otherwise worthless.

Well, it wasn't free. There was an agreement in 1952 that set a token amount- $5. And this was done simply to resolve any question over the matter. Even before that it was clearly the intent of the 1871 order to condemn the land to establish a landing for the ferry at that location.
