Hogan ended up basically delegating some of his emergency powers to local leaders. He could always just pull that back and then Elrich would have more limited authorities. But, I don't see why Hogan would do that. The people that want to stay holed up may be placated by Hogan's order. And the people that don't are almost certainly going to direct the majority of their ire at Elrich, not Hogan. If public backlash grows, maybe it could even help flip a seat or two in the legislature. [/quote]
