New Berlin, population 39,740. Mostly white, Republican-voting suburb. 7 polling places. Milwaukee, population 595,351. 39% Black, 15% other POC. Heavily Democrat-voting. 5 polling places.
Just a guess--but New Berlin is in a different county. Polling places rely on volunteers (they are usually paid--at least, in Virginia--but the pay is pitiful for the hours involved, no one does it for the pay). It is possible that New Berlin has more people willing to work the polls. I know that Fairfax County puts out requests for people to work the polls and they don't always get a wonderful response. I've seen requests go out almost up to the polling day--but it does require training.
You're searching for complicated answers when the Republicans who DID this have been clear - what they did was try to make it hard for Democrats to vote, in various ways. They were willing to make thousands of Wisconsinites sick with a deadly pandemic to try to rig the vote for their preferred judge.
