Just a guess--but New Berlin is in a different county. Polling places rely on volunteers (they are usually paid--at least, in Virginia--but the pay is pitiful for the hours involved, no one does it for the pay).
It is possible that New Berlin has more people willing to work the polls. I know that Fairfax County puts out requests for people to work the polls and they don't always get a wonderful response. I've seen requests go out almost up to the polling day--but it does require training.

The Democratic Governor had been trying to convince the Republican state legislature for weeks to move the date of the primary, particularly after the elections boards were having a terrible time keeping up with the record number of absentee ballot requests. He himself could not change the election date.
They was f to support voter fraud by allowing super relaxed conditions but only now insist they persist until November. The GOP cried foul - which they should and now Dems insist it’s not fair. Wisconsin went for Trump and they can’t have that anymore.
This is barely coherent so I’m at a loss as to how to respond, but it’s not “voter fraud” to request an absentee ballot and mail it in.
