The reason the white guy caught in LA probably has mental health issues is because he acted weird enough to, first, raise alarm bells and because he actually told the police officer where he was going with the guns, ammo and whatever was in the bucket. He didn't meticulously hide his plan from the authorities. That's a huge red flag to a profiler for actual mental illness. The Orlando shooter made sure no one knew what he was planning.
