Your problem would be blowback where you live!  I would tell noone and call the police every-time that I saw something but only with the burner phone and with my voice changed.  Never trust the police to keep your identity secret as they may let it slip or let it be know intentionally in order to put some pressure on this person.  When the burner is not in use, take out the battery and store in a safe location.  Don't let anyone know about the phone (kid, neighbor, friend, priest, spouse ... ANYONE!).[/quote]

Do not use it or turn it on at your home or office as the calls or texts can be geotracked.  Drive to a busy location - McDonalds, Safeway, etc and call from the parking lot.[/quote]
