There just is not a very large pool of highly qualified URMs. That's why there is affirmative action in the first place. This doesn't impact the top schools; HYP, Stanford, etc. But by the time they get their "fill" on URMs the Michigans, Berekeleys, and UVAs of the US don't have much to work with. That is why after UC Berkeley ended affirmative action in the 90s there was a significant drop in URM enrollment, however 4 years later URM graduation rates were still generally the same. That is because in order to make their URM numbers, Berkeley was admitting many URMs who just could not graduate. Now, Michigan/UVA/Berkeley etc are smarter in how they handle URM graduation rates. They basically have parallel universities in place where URMs get significant amounts of additional instruction and tutoring. This helps them meet the standards of their college, but only at much additional effort. All of that raises the question as to whether they were even qualified in the first place if they require several times over worth of additional hand holding just to graduate, but that is where we are today with most public ivies.[/quote]
