If you can find a rental in bounds for J.O. Wilson (NoMa-ish), Burroughs (Brookland), Barnard (near Fort Totten), or Takoma (DC) elementary schools in DC, they are probably the best schools in DC given your price range and commute, and you would have free PK3 and PK4. Otherwise, Takoma Park Maryland and Silver Spring have some good options for elementary school.
There are some decent 2 bedroom places under $2000 in bound for J.O. Wilson, but the neighborhoods are not what I would describe as "quiet". I would actually recommend Ft. Totten, near the metro, if you want to stay in DC, and Silver Spring/Takoma Park (again, close to metro) if not. Rush hour traffic from MD into DC along Rhode Island Ave or NY Ave is very painful and time consuming.
